Have a more granular role for the security of a user in regard to user maintenance

We would like to be able to add an extra layer of roles for the security. Currently it's only possible to define if a user is able to maintain the users security and he got the ability to create and delete users in the same time. We would like to have an option to simply allow a user to lock/unlock and reset password for the user and nothing else...
